Virtual Room 4: The Difference Between Funding and Financing
This session will introduce fundamental financial topics related to P3s. We will review how P3 
financing models are evolving and how the role of the public sector changes under different 
approaches. We will explore the factors that affect the rating and availability of private finance, 
contrasting projects with guaranteed off-takers and projects taking risk on ratepayers. 
Additionally, we'll look at the impact of risk-sharing between public and private parties. Particular 
attention will be paid to choices in the procurement model, agreement terms, and rate controls 
on the private financing, the public sector, and the customer.
