Tommy Mann is a shareholder in Winstead's Zoning & Land Use and Real Estate Development & Investments practices.

He represents developers and land owners in securing entitlements and the formation of public/private partnerships for new development. Additionally, he regularly advises lenders and equity investors on entitlements.

Tommy is known for his ability to lead teams of developers, architects, engineers, and other professionals through complex political and legal issues. He forms coalitions of support for projects first and foremost, and he is regularly commended by elected officials and clients for his skill in overcoming substantial political opposition through oral advocacy at public hearings.

He has extensive experience across the full spectrum of development types including data centers, industrial, multifamily, office, retail, and large-scale, mixed use projects. This experience includes urban infill locations as well as north Texas’s rapidly growing suburban cities.

He regularly speaks to clients, real estate professionals, and other lawyers on the legal ramifications of emerging trends in urban planning, sustainable development practices, municipal regulations, and economic incentive structures.

Representative Experience

  • Rezoning requests, variance and special exception appeals, easement and right-of-way abandonments, alcohol regulations, and tree mitigation/preservation regulations
  • Creation and negotiation of development agreements within Tax Increment Reinvestment Zones (TIRZ/TIF), Public Improvement Districts (PID), and Chapter 380 economic development grant agreements
  • Condemnation/eminent domain and disputes related to vested rights, rough proportionality, inverse condemnation/regulatory takings, and exactions
  • Platting/subdivision, negotiation of impact fees, roadway, water, and sewer infrastructure development agreements
  • Local government affordable housing requirements
