Ron Moss focuses his practice on litigation, both in the courts and before administrative agencies.  His primary practice is utility law, with emphasis on representing utilities before regulatory commissions and in court appeals. Ron also counsels utility clients regarding regulatory impacts of business decisions. He has had extensive experience with the 1999 legislation introducing retail competition in the Texas electric market. In addition to utility matters, Ron has represented clients in environmental litigation and business litigation.

  • Represented electric utilities in numerous base rate cases and fuel reconciliation proceedings before the Public Utility Commission of Texas (PUCT), the New Mexico Public Regulation Commission (NMPRC), the Colorado Public Utilities Commission (CPUC), and the Minnesota Public Utilities Commission (MPUC)
  • Represented purchaser of largest utility in Texas in PUCT approval proceeding
  • Represented utility in PUCT and NMPRC proceedings to obtain approval to construct wind generating facilities
  • Represented gas utilities in rate cases before the CPUC and MPUC
  • Represented electric utility in revenue decoupling case before the CPUC
  • Represented electric utility in PUCT stranded cost proceedings associated with the restructuring of the Texas electric market
  • Represented electric utility in PUCT complaint proceedings involving qualifying facilities

  • Argued utility-related cases before the Fifth Circuit, federal district court, Supreme Court of Texas and the Austin Court of Appeals
  • Argued non-utility-related cases before the Austin Court of Appeals, the Houston First Court of Appeals, and the Texarkana Court of Appeals
  • Argued numerous administrative appeals in the Travis County District Courts
  • Represented electric utility in franchise fee dispute with cities
  • Participated as first or second chair counsel in jury trials in Travis County, Harris County, and Jefferson County, Texas
