Frank Carroll is a double board-certified attorney whose practice focuses on land use matters and real estate litigation. Frank is board certified in both civil trial law (National Board of Trial Advocacy) and property owners association law (Texas Board of Legal Specialization). He represents developers, property owners’ associations, and non-profit corporations as outside general counsel, and in lawsuits before federal and state courts.

  • Maintain significant state, appellate, and federal case load; actively participated in all aspects of litigation and trial preparation including pleadings, discovery, settlement, dispositive motion practice, trials, and appellate briefing
  • Represent non-profit and for-profit corporations as outside corporate counsel
  • Represent associations and developers with regard to operational issues, including the interpretation and application of covenants, rules, and statutes
  • Prepare and review of property use agreements and vendor contracts
  • Counsel in the pre-transition, transition, and post-transition phases of the community development
  • Fair Housing Act compliance assistance
  • Interpret and review insurance policies for compliance with governing documents
  • Advise on risk management policies and procedures
  • Enforce restrictive covenants and community rules
