Taylor Elliott

Taylor Elliott is a member of Winstead’s Public Finance practice group, where she focuses on the creation and management of special purpose districts across Texas, including municipal utility districts, fresh water supply districts, municipal management districts, water control and improvement districts, and other improvement districts providing water, sewer, drainage, roadway and transportation infrastructure for master-planned developments, commercial developments and mixed-use developments. Her practice involves representing clients before various governmental entities, including the Texas Commission on Environmental Quality, cities, counties, and various regional service providers. 

Representative Experience

• Represented development companies with financing matters related to more than 30 residential developments throughout North Texas, including the creation and representation of special purpose districts
• Served as bond counsel for numerous tax-exempt bond issuances to finance public infrastructure
• Represented special purpose districts in negotiations with counties and municipalities
