Ryan Hafner is a member of Winstead’s Public Finance Practice Group. Ryan's practice focuses on the negotiation of economic development incentives and the use of special districts (public improvement districts, municipal management districts, municipal utility districts, and tax increment reinvestment zones) to finance the development of master planned residential and mixed-use communities. He has experience representing landowners on zoning requests, specific use permits, variance and special exception appeals, annexation requests, and approvals for historic buildings. He also advises clients on platting and subdivision regulations and dedications of rights-of-way and easements.

Representative Experience

  • Represented real estate developer in the formation of a public improvement district and a tax increment reinvestment zone on approximately 983 acres of land located within the extraterritorial jurisdiction of the City of Lavon, Texas.  
  • Represented real estate developer in the financing and closing of approximately $109 million contract revenue bonds and special assessment revenue bonds for the development of an approximately 3,132-acre mixed-use development located within a municipal management district within the City of Celina, Texas.
  • Represented real estate developer in the financing and closing of approximately $47 million special assessment revenue bonds for two public improvement districts containing approximately 99 acres of land located within the City of Plano, Texas. 
  • Represented real estate developer in the financing and closing of approximately $29 million special assessment revenue bonds for a public improvement district containing approximately 1,326.6 acres of land located within the extraterritorial jurisdiction of the City of Crandall, Texas.
  • Represented real estate developer in the refinancing of approximately $38 million tax increment finance grant revenue bonds relating to a historic hotel redevelopment located within the City of Dallas, Texas.
  • Represented real estate developer in the negotiation and approval of a two percent (2%) sales tax grant relating to the redevelopment of 60,000 square feet of commercial and retail space for property located within the City of North Richland Hills, Texas.
  • Represented real estate developer in a zoning request to amend a planned development district resulting in the formation of a planned development district subdistrict with hotel and multifamily uses for the redevelopment of a historic hotel in the City of Dallas, Texas.
  • Represented real estate developer in the annexation of approximately 289.8 acres of land into the corporate limits of the City of Anna, Texas. 
  • Acted as developer’s counsel in the financing and closing of approximately $5 million property assessed clean energy (“PACE”) loan for the development of an underground parking garage within the City of Dallas, Texas.
  • Represented real estate developer in a fair market value exchange of land with Burnet County for a mixed-use development located within the City of Marble Falls, Texas.
