AUSTIN, Oct. 10, 2017, — Public finance veteran Nancy Hagquist has rejoined Winstead in the firm’s Public Finance Practice Group as Of Counsel in the Austin office. During nearly a decade with Winstead (2000-2009), Nancy served as bond counsel, underwriters’ counsel, bank counsel, disclosure counsel, or special tax counsel for tax-exempt, taxable, and tax credit bonds issued by governmental entities and nonprofit corporations.

Nancy has worked in public finance for more than 30 years, the first 10 of which were spent serving the State of Texas as a portfolio and debt manager for the University of Texas–Pan American and the Veterans' Land Board/General Land Office and then as a debt-related special projects manager for the State Treasury and the Texas Water Development Board. While at the State Treasury she served as the State Treasurer's representative on the Texas Bond Review Board and as a member of the Texas Comptroller's first Performance Review team. More recently she worked for the Texas Department of Transportation as an associate general counsel specializing in debt issuance, investment matters, and the State Infrastructure Bank loan program.

“We are pleased to have Nancy back with us. She brings extensive, sophisticated experience with government entities, lenders, and other transaction participants we work with every day,” said David Dawson, Winstead CEO. “Our Public Finance clients will benefit greatly from her insight and practical knowledge in this area.”

Nancy received her J.D. from the University of Texas School of Law in 1995.
