It is a rare occurrence indeed to find a residential project developed within the past 20 years without a property owners association. Since 1990, the number of residents living in a community governed by a property owners association has increased by over 100%.  In almost all circumstances, the developer will cause the association to be created during the early stages of the development and will control operation and administration of the association until some point prior to the completion of sales. In large projects, developer control and administration can last for years, even decades. However, the developer will eventually transition administration and control to the residents and/or non-developer.   Continue Reading
