Lecelle Clarke is a member of Winstead’s Public & Regulatory Law and Environmental Law Practice Groups. Prior to joining Winstead, Lecelle served as an Assistant Attorney General in the Environmental Protection Division of the Office of the Attorney General of Texas (AG). While at the AG’s office, she represented the state and state agencies in litigation and enforcement proceedings pertaining to environmental, natural resources, and public utilities issues. Lecelle has also worked with the air quality, air monitoring, and air permitting teams at the Texas Commission on Environmental Quality (TCEQ).
- Represented the TCEQ in proceeding for violation of state air emissions regulations
- Represented TCEQ in proceedings for violations of state municipal solid waste regulations
- Represented TCEQ in proceeding to recover grant funds distributed under the Texas Emissions Reduction Plan (TERP)
- Represented the Veterans Land Board in eminent domain and condemnation proceeding
