Kacie Byrd


Kacie Byrd is a member of Winstead’s Public Finance Practice Group. Kacie’s practice encompasses assisting clients with development projects from beginning to end. Through the use of creative financing tools, Kacie is able to help clients develop public-private partnerships to bring projects to fruition. Her experience includes working with developers, as well as government entities. She has consulted on the creation, amendment, and review of special districts and incentive packages throughout the State of Texas. 

During law school, Kacie served as a judicial extern to the Honorable Chief Judge, Barbara Lynn, U.S. District Court, Northern District of Texas. Kacie was also selected to serve as a Faculty Research Fellow, as well as a Teaching Assistant for Legal Writing, Research and Advocacy. 

Representative Experience

  • Created a Tax Increment Reinvestment Zone coinciding with transportation features representing over $100 million dollar investment with retail, office, and commercial components
  • Assisted in crafting a public-private partnership to generate a $32 million dollar investment to revitalize a mall and surrounding area
  • Served as a consultant in the creation of a $1 billion dollar multi-phase, mixed-use development that includes hotel, residential office, and retail uses
  • Creation of Tax Increment Reinvestment Zones with Public Improvement District overlays to support the development of approximately 430 acres, encompassing more than 1,300 single family homes with public infrastructure in a North Texas community
